Because the PSD map contains the bottom layer or special layer. The layer in PSD file must be the most basic layer. There must be no background layer, decoration layer, translucent layer, text layer, special effect layer, layer package and hidden layer. The solution is to create a new empty layer above the special layer, and then merge it with the layer. As for the bottom layer, you need to double-click the bottom layer in the layer panel and confirm the pop-up dialog box, it will become the basic layer.
